Poorly worded. 81 is on the shortest path, but they are not transporting

goods to or from VA (i.e. not doing business in VA, though they have a reason for being in VA). Basically, it was trying to estimate how much long distance freight there was, with the idea that lots of long distance freight with similar long stretches of just driving is a good candidate for rail service if the right conditions are met (cost, time to switch modes, schedule, etc.). The same study, and others, have tried to work out what it would take to meet those conditions at what cost and at what return (capacity, cost, safety, etc.), versus extra lanes on 81.
